California Telework Alliance
Meeting Minutes – December 17, 2025
1. Focus on Legislators
- The main goal is to contact legislators who can help overturn the Executive Order (EO).
- Members should call and email regularly using the provided scripts.
- Budget committee members are a key audience, including:
- Members should also contact their own district legislators, as lawmakers are most responsive to constituents.
2. Joining the Alliance
- People can join the CA Telework Alliance mailing list at:
- The group is focusing on legislators because unions have limits on this type of advocacy, but private citizens do not.
3. Media Outreach
- William Melhado (Sacramento Bee) is supportive and interested in hearing from state workers.
- Members speaking to the media should say they are acting as private citizens.
- Members should not list their agency or claim to represent a union or organization.
- Speaking as a private citizen is legal.
- A member with media experience requested to be included in Sacramento Bee outreach.
4. Timing and Coordination
- January 2026 is the target start date for coordinated calls and emails.
- Clear timelines will help keep outreach organized.
- Posting email templates and call scripts on the CA Telework website was suggested.
- Creating a simple infographic explaining how people can help would make participation easier.
5. Messaging
- Three main audiences were identified:
- Reddit community
- Billboard supporters
- CA Telework Alliance members
- Messaging should focus on cost savings and budget benefits.
- Telework helps save money and retain skilled workers.
6. Visibility and Advertising
- Transit ads were suggested as a lower-cost alternative to billboards.
- Clear Channel Media/Advertising may be a useful resource.
- Public visibility matters and can influence leadership.
- Outreach to the Governor’s office and use of social media were discussed.
- Messaging should start positive and respectful.

- The group supports working with unions when possible.
- Independent advocacy can continue alongside union efforts.
- Telework is a priority issue due to commuting costs.
- Increasing union membership toward 50% could increase state attention.
9. Coordinated Call Days
- Organizing specific call-in days was recommended.
- Legislative offices track how many calls they receive on an issue.
- Members should contact both key legislators and their own representatives.

- Team D: Emails on Tuesdays and Thursdays
- A sign-up spreadsheet on the CA Telework website was suggested so members can choose a task and day.
